Minister of Justice Han Dong-hoon announced a proposed legal amendment through the State Council, aimed at victims and families affected by heinous crimes. This amendment introduces a non-parole system.
Currently in South Korea, if a life sentence is confirmed, the offender becomes eligible for parole consideration after 20 years. This existing law has heightened public anxiety. Especially the families of victims in cases like the Shin Dang-yun Station murder and the Nowon-gu Triple Homicide have vehemently opposed parole.
In light of this, the Ministry of Justice has been pushing for the introduction of a non-parole system, where heinous criminals would serve their full sentences while being isolated from society.
This proposed amendment clearly distinguishes between "non-parole-eligible life sentences" and "non-parole-ineligible life sentences." Furthermore, when a non-parole sentence is handed down by the court, parole eligibility will be determined concurrently.
However, even if this amendment passes through the National Assembly, it will not be retroactively applied to existing sentences, but will only apply to future convictions.
Minister Han Dong-hoon stated, "Thinking of the pain endured by the victims who lost their lives due to heinous crimes and the families who must suffer a lifetime of anguish, I believe this system is necessary to protect innocent citizens from heinous crimes." He expressed his commitment to doing his best for the passage of this legislation.
This proposed amendment is set to be submitted to the National Assembly soon, and the Ministry of Justice plans to actively support parliamentary discussions for its swift approval. It is anticipated that this legislation, aimed at safeguarding the people from heinous crimes, will bring hope and a sense of security to many citizens.
