As April approaches, there's a noteworthy new law set to be enforced for those intending to adopt pets. Starting from April 27th, the "Fierce Dog Ownership Permit System" will be implemented, allowing only those approved by the city or provincial governor to raise fierce dogs.
According to this new law, individuals desiring to raise fierce dogs must first go through procedures such as animal registration, purchasing fierce dog insurance, and neutering surgery before applying for the fierce dog ownership permit. Additionally, the city or provincial governor must form a temperament assessment committee, including veterinarians and pet behavior consultants, to conduct temperament assessments before granting permission for fierce dog ownership. Through these procedures, the breeding of fierce dogs that pose a threat to public safety can be restricted. Moreover, existing owners of fierce dogs must also obtain the fierce dog ownership permit within six months from the date of enforcement of the law.
Furthermore, even if it's not a specific breed, any dog that poses a threat to humans or animals can be designated as a fierce dog. If a dog attacks a person or animal, the city or provincial governor may order the owner of the dog to undergo a temperament assessment. If the assessment results indicate high aggression in the dog, it will be designated as a fierce dog.
In addition, starting from the 25th, in accordance with the amended Feed Management Act, feed manufacturers, importers, and sellers must display expiration dates along with the ingredients when selling feed. Previously, there were no regulations to sanction the sale of expired feed, but now strict penalties will be imposed for selling or displaying expired feed. Feed manufacturers, importers, or sellers found selling or displaying expired feed may face imprisonment of up to one year or fines of up to 10 million won.
With these new laws in place, stricter measures are being taken for the safety of pets and the public. Individuals raising or managing pets need to pay attention to these changes.
